Ce papier analyse une forme de gouvernance territoriale liée aux clusters, fondée sur l’interaction entre les IDE, les spillovers technologiques et l’action des pouvoirs publics en Pologne. Nos résultats montrent que l’importance économique du territoire constitue un des facteurs majeurs qui déterminent les choix des investisseurs étrangers. Par ailleurs, les IDE sont sensibles à la présence d’entités scientifiques dans les clusters et aux efforts des autorités.
