Limit States design of concrete structures requires consideration of both strength and serviceability limit states. Load and resistance factors for strength design based on probabilistic considerations are well-established in building codes in various jurisdictions. Serviceability limit states such as deflection control are addressed in most building codes. However the bases for these provisions are usually empirical in nature utilizing rules of thumb based on previous experience. A probabilistic approach based on utility theory considerationsis presented as a framework to place serviceability on a more rational basis than is currently the case with particular application to deflection control. The approach considers the probabilistic nature of structural response and loading as well as the lack of well-defined limit states for deflection. This study builds on work performed previously at McGill University by Reid and Turkstra, and develops the concept for practical application to both ends continuous one-way slab systems. The results are used to conduct a preliminary assessment of current empirical rules based on span to depth ratio.
