Abstract
L'exclusion est omniprésente dans le discours social et politique. Malgré tous les efforts, elle reste néanmoins un objet indéterminé qui témoigne de la difficulté de donner un sens au réel et une prise à l'action. Les politiques publiques sont au cœur de ce processus pour inventer les nouveaux réglages de la cohésion sociale d'après la société salariale. L'action publique se révèle particulièrement incertaine devant le retour en force des options libérales et de la croyance en la toute-puissance des lois du marché. L'incapacité de repenser le rôle de l'État face à la nouvelle inscription territoriale du politique dans le local et à la nécessité de revivifier une démocratie citoyenne et deliberative constitue un obstacle supplémentaire à un retour du politique rendu nécessaire par la naturalisation d'une économie mondialisée et des rapports de force qui la fondent. Derrière les multiples visages et portraits des exclus travaille une déliaison qui défait le social, sans qu'on puisse voir encore les nouvelles formules et les nouveaux réglages qui se dessinent.
