Abstract
Este trabalho tem como objetivo discutir um dos vetores do processo de disseminação de políticas de transferência de renda no Brasil, especificamente a influência de uma experiência municipal, o Programa de Renda Mínima do Governo Marta Suplicy no município de São Paulo (2001-2004) na criação do Programa Bolsa Família no Governo Federal (a partir de 2003). O processo de formulação e implementação dos programas de desenvolvimento social no município de São Paulo (2001-2004) envolveu a construção de uma rede de políticas baseadas em diferentes paradigmas, a qual foi denominada ‘estratégia paulistana de inclusão social’ (POCHMANN, 2002). O Programa de Renda Mínima fazia parte desta estratégia e gerou, argumenta-se, um acúmulo de aprendizagem social (HALL, 1993) e de legitimação política dos atores políticos, que possibilitou a transferência de paradigmas e experiências (DOLOWITZ; MARSH, 2000) do governo municipal para o Governo Federal. Pretende-se analisar os elementos de ideias e práticas oriundos desta experiência municipal que influenciaram na criação do programa federal.
