The world had become increasingly more globalised in its authoritative nature directing national policy agendas. The Caribbean, as members of the United Nations (UN) and their various conventions are not exempt from adherence to international laws, treaties and goals. This paper will assess the level of adherence to Article 19 of the UN Convention on the Rights of the Child (CRC), and examine significant interrelated issues concerned with the governance of a 'child-first' policy framework in Jamaica, with mention of Trinidad and Tobago. There will also be included a framework for action that in the author's view, could improve the level of adherence to child rights in Jamaica.
