Connection admission control (CAC) and mobility management in cellular networks are solved separately in previous work. This paper presents a framework to solve these two problems together to get more effective solutions to both. The key component of this framework is a common mobility prediction scheme, which can be used in both locating/paging mobiles and making admission decisions. A novel CAC scheme is proposed based on user mobility prediction. The performance of the proposed scheme is evaluated by simulations.
