Abstract
Résumé La politique familiale française obéit à deux logiques complémentaires : la solidarité – tout enfant doit avoir un niveau de vie minimal ; la parité horizontale – les familles avec enfants doivent avoir le même niveau de vie que les personnes sans enfant. S’y ajoute l’équité fiscale horizontale : chaque famille doit être imposée selon sa capacité contributive. Malgré l’importance des sommes versées (4,5 % du revenu des ménages), ces deux objectifs ne sont pas totalement atteints. Le ciblage, revenant à sacrifier la politique familiale à la lutte contre la pauvreté, n’est ni nécessaire ni souhaitable.
