Am 29. April 1996 legte der damalige Justizminister und Mitglied der regierenden Liberal Party, Allan Rock, die Gesetzesvorlage C-33, ein Gesetz zur Verbesserung der Canadian Human Rights Act dem 35. Parlament vor (House of Commons Debates1 1996, S. 2070).2 Die Gesetzesvorlage C-33 war dazu bestimmt, sexuelle Orientierung als einen untersagten Diskriminierungsgrund in Gebieten, die föderaler Jurisdiktion unterliegen, einzuschließen (Chotalia 1997, S. xlvii). Die Gesetzesvorlage wurde nach der dritten Lesung am 9. Mai 1996 angenommen (Debates 1996, S. 2569) und erhielt die königliche Genehmigung am 20. Juni 1996 (Statutes of Canada, Kapitel 14).
