Abstract
Private welfare rather than state welfare plays an important role in the lives of citizens of Canada, which is considered a residual or liberal welfare state. In particular, occupational welfare such as a corporate pension has well developed there. Then, what has affected the current state of the Canadian welfare state? This article aims to answer the question, focusing on the power and organizational type of labor unions, which have a direct interest in occupational as well as state welfare. The main argument is that state welfare develops as labor unions are strongly centralized, while occupational welfare grows as labor unions pursue the enterprise unionism. This article contributes to the study of the welfare state by emphasizing the pivotal role of the working class in the making of social policy. Shedding light on Canada, which has been neglected in the welfare state study, is another merit of this paper.
