Résumé Nous assistons, depuis de nombreuses années, à un changement du paysage social qui interroge nos pratiques professionnelles et, plus radicalement, le fondement institutionnel de nos établissements sociaux. Les politiques sociales, et notamment celle de 2002-2, pas seulement autour du droit des usagers, mais sur la police des établissements, les évaluations internes et externes, les incitations aux mutualisations de moyens, les regroupements…, sont inscrites dans une période traversée par une crise de l’institution en général, par des contraintes économiques, une évolution des populations accueillies, de l’articulation complexe du collectif et de l’individu, et la perte de la fonction d’autorité?: autant d’éléments qui nous convoquent à re-penser le territoire d’hospitalité que nous sommes en devoir d’offrir aux jeunes et à leurs familles. La proposition de ce texte s’attache délibérément à questionner, plutôt que de poser la question de l’autre, à formuler la problématique, ou plutôt la dialectique qui est à l’œuvre dans notre rencontre à l’autre, obligée pour lui et qui nous oblige.
