Se plantea que desde el último cuarto del siglo pasado la transición\ndemográfica creó condiciones para el aumento del ingreso per cápita, pero\nno hubo reducción de la pobreza, porque para una disminución significativa\nde ésta es preciso actuar sobre las desigualdades para atenuarlas. Finalmente,\nse argumenta que en Colombia nunca se ha intentado la reducción de las\ndesigualdades y, en su lugar, la ortodoxia siempre ha propuesto como remedio\na la pobreza y la desigualdad, el crecimiento económico. Se demuestra que\nel ciclo económico, aún en su fase expansiva, no está en capacidad de actuar\nsobre el componente estructural que reproduce la pobreza, y tan sólo lo hace\nde manera marginal en la coyuntura de crecimiento.
