Abstract
The article covers the legal regulation of the Russian Empire foreign trade in the first quarter of the XVIII century. In view of economical and political reasonability the government realized a hard policy of the foreign trade reorientation from the port of Arkhangelsk to the newly ready-built Sankt-Petersburg.
