Abstract
I present interim results of a study of electronic health record implementation that explores the interaction of political and institutional factors in healthcare using a prospective case study methodology. It suggests that in large-scale and long-duration technology projects, social norms and cognitive interpretations are no longer exogenous constants but endogenous variables that change as the project unfolds.
