Gives insight into the 1999 FTAA negotiations; the EU/ACP Post-Lome Agreement finalised in early 2000 and signed in May 2000; and considerations for Cariforum countries. Concludes by saying that while Cariforum countries are in the process of developing competition regimes, the enabling environment is not present to implement the legislation. Additionally, the competition regimes must be tailored to suit the characteristics of these small, vulnerable economies.
