Au sein d’une majeure partie des pays occidentaux, les systèmes de justice des mineurs sont confrontés à une diversité d’injonctions politiques qui visent un durcissement de l’action pénale à l’égard de la jeunesse délinquante. À partir d’un regard socio-historique, cette contribution interroge la traduction de ces injonctions en savoirs de gouvernement, produits par l’administration du ministère de la Justice qui, en France, est chargée du traitement éducatif des mineurs délinquants : la Protection judiciaire de la jeunesse (PJJ). Nous décrirons, en particulier, la cristallisation d’un modèle d’éducation sous contrainte, qui tend à transformer l’ambition éducative de cette administration, sous l’effet d’une utopie républicaine revitalisée.
