Abstract
Since the post cold war era, regional integrations have sped up in the age of globalization, such as the progress in the integration of Europe. At the moment, Korea is desperate for a community in Northeast Asia as an economic integration is in the process of overcoming the currency crisis, one of the economic troubles in Northeast Asia. The Northeast Asian community needs to be set up in the view of functionalism as a European community. It is preferred to phase in integration by industry rather than integration by local area. Apart from the European integration, there is a reason that they say that it may be difficult to integrate Northeast Asia, especially economically due to its remarkable differences in each nation's economic situation. Generally, economic integration starts with a free trade agreement, and like the North American Free Trade Agreement between Canada and the US., it may be one way to start with a free trade agreement between Korea and Japan and then with China which seems less active. In the phase of the European integration, its political integration, especially in security, seems to be led by Atlantic centralism including the US., as the North Atlantic Treaty Organization played a key role in the recent civil war between Bosnia and Herzegovina. They consider that aside from the European political integration, the European economic integration has been achieved by European centralism, excluding the U.S. Practically, it is not easy to plan a Northeast Asian community both in politics and economics by Asian centralism, excluding the U.S. The unification of Korea and the regional security system by multiple parties in Northeast Asia may be prerequisites for solving problems in Northeast Asian political integration. Northeast Asian political integration itself may be both cause and effect of building a Northeast Asian community by Asian centralism and have a deep relation to forming a Northeast Asian cultural community. The potentiality as a cultural community is studied in the view of cultural exchange as a part of functionalism. By the way, the Northeast Asian nations share mixed identities over their own identities and that may be the basis to form a cultural community prior to economic or political integration based on western functionalism or federalism. This kind of cultural community may be formed much more easily by the solidarity of local authorities, Non-Governmental Organizations (NGOs), and intellects. This is correspondent to the trend of globalization and its trait.
