RESUME Le transport en commun est devenu un service essentiel au bon fonctionnement de nos societes modernes. De nos jours, il est devenu impossible de se passer de ce service ne serrait-ce que quelques heures. Le present memoire expose un projet d'etude sur la gestion de petites perturbations qui peuvent survenir sur un reseau de transport collectif. Les recherches actuelles sur le sujet portent principalement sur le developpement d'outils informatiques d'aide a la deecision. Ces outils proposent des solutions afin d'aider les gestionnaires dans la regulation du reseau. Ils permettent d'augmenter la vitesse de reactivitee des societes de transports collectif afin de maintenir le service. Ce memoire tend a demontrer qu'un autre aspect peut¸etre etudiee afin d'ameliorer cette reactivitee. Le projet propose d'observer l'aspect organisationnel d'une societee de transports afin de comprendre les processus decisionnels qui influent sur la reactivitee d'une societe en situation d'urgence. Afin de mener a bien cette etude un partenariat a ete etabli avec une societe de transport en commun de la region de Montreal. Ce partenariat a permis de recolter les donnees necessaires a l'etablissement d'une cartographie de processus decisionnels des deux principaux services qui interviennent sur la gestion du reseau : le service Planification et le service Gestion tactique du reseau et terminus. L'etablissement de cette cartographie a permis de mettre en evidence qu'il existe plusieurs types de gestion de crise suivant les differentes perturbations. Les changements routiers lies a des decisions politiques ou de securite sont souvent annonces tres peu de temps avant leurs applications. Ils creent des situations de crise au niveau du service Planification. Ce dernier reagit de maniere proactive sur le reseau en revisant la planification en cours du service de transport afin de proposer un reseau alternatif satisfaisant avant l'application des changements. Les perturbations non previsibles telles que des accidents, des congestions peuvent creer trois types de crise (facile, difficile et critique) gerees par le service Gestion tactique du reseau et terminus. La gestion de ces crises est realisee de maniere reactive afin de maintenir un service de transport malgre les perturbations. Ces differentes crises impliquent dans la prise de decisions des niveaux hierarchiques differents et par consequent des processus decisionnels differents.----------Abstract Nowadays, public transportation has become a crucial service in our society. This thesis exposes a study on the management of small disturbances that could arise in a public transportation system. Current research works are mainly about the development of decision-making tools. These provide administrators with help for controlling their network and they help to speed up the reactivity of public transit companies to maintain the service. This thesis aims to show that the reactivity can be improved by studying organizational aspect. The project is intended to examine this aspect in order to gain understanding of the decision-making processes that bear upon public transportation reactivity during an emergency situation, in a given transit agency. Two of the main departments that step in the management of the transit network are the Planning department and the Tactical management of the network and terminus department. In order to enable the collection of data required to draw the decision-making processes mapping of those departments, a partnership has been established with a public transit company in the Montreal area. The mapping of the decision-making processes gave rise to several types of crisis management depending on different disturbances. Diverted traffic due to political decisions or security reasons is decided shortly before being applied. It brings about crisis situations within the Planning department. The latter reacts proactively on the network by revising the current planning of the transportation service, in order to other an acceptable alternative network before executing the changes. Unpredictable disturbances as accidents or traffic blockages can bring about three types of crisis (easy, hard and critic) handled by the Tactical management of the network and terminus department. Those crisis are managed in a reactive manner in order to maintain an acceptable transportation service despite the disturbances. As there is different types of crisis, different hierarchical levels are needed in the decision-making process and as a result different decision-making processes too.
