L’insertion internationale et la cohésion régionale : le cas de la Ville de Québec

Abstract
La ville de Québec, deuxième en importance pour sa population dans la province du même nom, entretient des relations internationales et diplomatiques depuis la fin des années 1950 avec des partenaires d’une dizaine de pays. Or, depuis le début des années 1990, on observe une accélération de ce phénomène, qui coïncide avec l’arrivée d’un ancien diplomate à la mairie de cette ville. Ce texte propose une analyse historique du comportement international de Québec, tant envers ses partenaires étrangers que domestiques, afin de cerner le rôle de la ville-centre. En effet, le désir d’insertion internationale de la municipalité semble inciter celle-ci à rechercher des partenaires au sein de son territoire immédiat, afin d’obtenir une base représentative plus large. L’éclosion d’un tel système de gouvernance voué aux activités internationales pourrait-il favoriser une plus grande cohésion régionale?
