Uruguay se destaca por ser uno de los países con mayor nivel de gasto público per cápita de América Latina y el país con la mejor distribución del ingreso, sin embargo desde hace más de dos décadas y con mayor profundidad desde la última crisis se han registrado síntomas preocupantes de crecimiento de la pobreza y la desigualdad que se ha incrementado en la última década, especialmente en Montevideo. El objetivo del presente trabajo es analizar el Gasto Público Social, la incidencia en la distribución del ingreso y su financiamiento en los últimos catorce años así como evaluar el impacto que tuvieron las políticas sociales durante la crisis de finales de los años noventa, la que afectó a la población en general y pobre en especial, en términos de eficiencia y equidad. El trabajo, tiene como propósito adicional, realizar algunas propuestas que resulten útiles como insumo para el desarrollo de la "estrategia país" a ser definida entre el BID y Uruguay, así como la identificación de nichos de demanda potencial a ser cubiertos por eventuales operaciones futuras.
