Cet article est une étude de cas d'un projet de développement spécifique, le parc industriel Caracol dans le nord d'Haïti. Fondé sur un travail de terrain, il analyse comment ce projet a été élaboré, avec pour acteurs principaux le gouvernement haïtien, USAID et l'entreprise textile coréenne Sae-A. Dans le contexte d'une dépendance chronique aux forces internationales, qui ont miné la souveraineté haïtienne, les capacités de l’État et l’autodétermination des Haïtiens, l'article analyse la manière dont le projet a été mis en place. L'article accorde un intérêt particulier aux interactions entre la mise en place de ce projet et la communauté locale.
