Abstract
Este artículo presenta los resultados de una investigación orientada a establecer si los indicadores propuestos por el gobierno colombiano para medir el avance de la Sociedad de la Información, SI, en el país permiten determinar procesos de inclusión digital. Se clasificaron los indicadores en: los aspectos habilitadores de la inclusión digital y la participación en la SI; la orientación de la evaluación (oferta/demanda de servicios) y la población. Los principales resultados fueron la identificación de 273 indicadores, de los cuales 67,4% evalúa aspectos habilitadores y 32,6% evalúa la participación. El 83,9% de los indicadores evalúa la oferta y 16,1% evalúan la demanda. Además, se encontró que 12,5% de los indicadores se enfocan en medir grupos poblacionales, de los cuales 47% mide grupos vulnerables. Los resultados evidencian que es necesario proponer indicadores que permitan entender la participación de los ciudadanos en la SI.
