Abstract
경기도 남한산성 도립공원이 1971년도 지정된 이래로, 2005년에는 연인산이, 2009년에는 수리산이 도립공원으로 지정되었음. 수리산 도립공원은 조성중이며 나머지 2개소는 운영중임. 남한산성은 경기도가 한 개 팀을 편성하여 직접 관리하고, 연인산은 경기도 공익재단법인인 경기농림진흥재단이 관리하고 있음. 즉, 우리나라 자연공원 관리에 있어 경기도가 민간에 위탁하여 관리하는 방법을 실험하고 있는 셈임. 외국의 자연공원의 관리주체는 다양하게 나타나고 있는데, 캐나다의 경우는 Parks of Canada(캐나나 자연공원관리청)가 국립공원을 포함하여 지방공원도 모두 관리하며, 대부분의 국립공원은 중앙정부가, 지방공원은 지방정부가 관리하고 있음. 최근 일본에서는 지방자치법에 지정자관리제도를 만들어 공공재원이 50%이상 출자된 법인이 아니더라고 민간이 공공시설 관리에 참여할 수 있게 함. 앞으로 경기도의 공원관리체계로는 (1안) 사업소 신설, (2안) 국립공원관리공단에서 일괄관리, (3안) 민간에 위탁, (4안) 지역 환경단체 등에 위탁하는 방안 등 4가지 대안을 제시할 수 있음. 경기도는 연인산 도립공원을 민간이 관리하는 방법을 실험 중에 있으므로 일단은 사업소를 신설할 것을 제안함. 이와 동시에 민간에 위탁하는 방법과 지역환경단체 등에 위탁하는 방안을 적극검토해볼 시점임. 특히 도시공원에서는 지금이라도 일정구역을 대상으로 시도해볼 것을 제안함. 어떤 안을 선택하든 가장 중요한 고려사항은 민간참여의 활성화추세임. 아울러 공원(특히 도시공원에서)의 일정구역(공원지역 내 별도의 소구역에 국한함)을 ‘Community Garden’ 개념으로 관리하는 것이 필요함.
