Abstract
L’adoption d’une approche globale favorise la bonne compréhension de l’action extérieure de l’Union européenne (ue). Nous recourons à cette fin à la notion de sécurité humaine, définie comme une situation idéale dans laquelle les droits de l’homme seraient rendus effectifs. Or, l’on constate que les institutions de l’Union européenne ont endossé la notion de sécurité humaine dans les textes fondateurs de l’action extérieure européenne, notamment dans la Stratégie européenne de sécurité révisée en 2008. De plus, les différentes politiques externes poursuivent également un objectif commun de protection et d’opérationnalisation des droits de l’homme. Il est dès lors possible d’affirmer que l’ueagit implicitement sur la scène internationale en se conformant à une démarche fondée sur cette notion.
