Abstract
Cet article se propose d?évaluer le rôle du Québec comme entité subétatique dans le processus qui a mené l'UNESCO à préparer un avant-projet de convention sur la protection de la diversité des contenus culturels et des expressions artistiques. Ce cas illustre bien comment une entité subétatique comme le Québec a pu développer, à travers les mécanismes de la coopération internationale, son propre réseau de soutien. Cette étude de cas apporte un éclairage sur les stratégies subétatiques des entités fédérées qui, par leur accès aux réseaux diplomatiques internationaux et aux négociations internationales, nous oblige désormais à considérer leurs activités internationales comme une diplomatie différente des gouvernements centraux au sein desquels elles évoluent.
