Les auteures analysent les réactions de divers acteurs du monde de l'éducation devant la Commission parlementaire sur le document intitulé Énoncé de politique en matière d'immigration et d'intégration : Au Québec pour bâtir ensemble, qui s'est déroulée du 21 février au 27 mars 1991. L'analyse qualitative des 12 mémoires porte plus précisément sur les principaux enjeux qui s'y dégagent quant à l'adaptation du système scolaire québécois à la réalité pluriethnique, aux positions communes et contradictoires adoptées à l'égard de l'impact de l'immigration sur la société et l'école québécoises et au bilan de l'intégration scolaire et sociale chez les élèves des minorités ethniques. Deux discours ont émergé de cette analyse, un premier, majoritaire, à caractère alarmiste et un second, minoritaire, plus ouvert. Bien que les propos alarmistes soient plus présents dans le volet traitant de la sélection des immigrants que dans celui portant sur l'intégration, étant donné la complémentarité de ces deux volets, cette inquiétude teinte inévitablement le discours d'ouverture. En outre, si dans certains mémoires l'appartenance à l'un ou l'autre des discours est très claire, les deux catégories de discours s'entremêlent généralement à des degrés divers dans un même mémoire.
