Abstract
Cette étude porte sur la question de la gouvernance partagée dans le secteur des services sociaux. À l’aide d’une typologie élaborée par Jennifer Coston, nous évaluons la nature des relations qui se tissent entre l’État et les organismes communautaires oeuvrant dans quatre territoires de CLSC de l’Abitibi-Témiscamingue. Un examen i) de l’ouverture de l’État au pluralisme institutionnel, ii) du degré de formalisation des relations partenariales et III) des rapports de force État-organisations communautaires nous amène à conclure que l’émergence d’une « gouvernance participative » du secteur des services sociaux est traversée par des tendances contradictoires.
