Abstract
Résumé Étudiant les différents modèles de concours qui ont prévalu dans la fonction publique territoriale française depuis les années 1970, cet article examine les modalités et les limites de la diffusion du modèle étatique dans un segment de l’emploi public à la fois hétérogène et davantage politisé. La plasticité et le caractère subsidiaire des concours dans la fonction publique territoriale apparaissent désormais, non plus comme un écart à la norme, mais comme une source d’inspiration possible pour les réformateurs critiques de l’administration wébérienne.
