Abstract
La « complétude institutionnelle » est un concept élaboré au départ pour saisir la construction et le déploiement des communautés ethniques en Amérique du Nord (particulièrement états-unienne), il en est venu à être un outil politique pour les francophones minoritaires canadiens, groupement nationalitaire. En rappelant la genèse de ce concept et sa migration dans l’univers franco-minoritaire canadien nous serons appelés à mieux comprendre les distinctions entre un « groupe ethnique » et un « groupe nationalitaire » et voir leur évolution, évolution en partie le résultat de l’effet du concept sur la chose.
