Il existe une preoccupation croissante a l'effet que l'augmentation du transport par camion n'est pas soutenable. La plupart des pays du globe reconnaissent les impacts economiques, sociaux, et environnementaux associes a une augmentation du trafic de fret sur les reseaux routiers.Consequemment, le transport maritime cotier et interieur est de plus en plus percu comme une alternative viable. Malgre les avantages inherents du transport maritime sur courte distance, le transfert de cargo du routier vers le maritime n'est pas sans difficultes. Bien que les conditions geographiques varient entre les regions du monde, les obstacles au developpement du transport maritime sur courte distance sont similaires: Systeme organisationnel complexe, perception mitigee des expediteurs, complexite des procedures documentaires, et manque d'infrastructures appropriees.
