Abstract
Les dispositifs de participation du public dans les processus de décision se sont multipliés au cours des dernières années, notamment dans le domaine environnemental. Ces concertations, ou regroupement de représentants des intérêts en jeu, visent à anticiper les conflits entre acteurs et à intégrer l’environnement aux problématiques de développement du territoire. Sur le littoral aquitain, les concertations environnementales se heurtent à la question de l’occupation de l’espace rural et les conflits d’usage qui en résultent. Or, ces démarches participatives, centrées sur l’environnement, ne parviennent pas à aborder efficacement ces conflits liés au territoire. L’échelle de réflexion de ces concertations, le contexte culturel dans lequel elles sont ancrées ainsi que leur nombre croissant sont autant d’obstacles à l’émergence d’une forme cohérente de gouvernance du territoire et d’un projet collectif de développement durable.
