We present a study of the inclusive ${D}^{*\ifmmode\pm\else\textpm\fi{}}$ production in the decay of $\mathit{\ensuremath{\Upsilon}}(1S)$ using $(98.6\ifmmode\pm\else\textpm\fi{}0.9)\ifmmode\times\else\texttimes\fi{}{10}^{6}$ $\mathit{\ensuremath{\Upsilon}}(2S)$ mesons collected with the BABAR detector at the $\mathit{\ensuremath{\Upsilon}}(2S)$ resonance. Using the decay chain $\mathit{\ensuremath{\Upsilon}}(2S)\ensuremath{\rightarrow}{\ensuremath{\pi}}^{+}{\ensuremath{\pi}}^{\ensuremath{-}}\mathit{\ensuremath{\Upsilon}}(1S)$, $\mathit{\ensuremath{\Upsilon}}(1S)\ensuremath{\rightarrow}{D}^{*\ifmmode\pm\else\textpm\fi{}}X$, where $X$ is unobserved, we measure the branching fraction $\mathcal{B}[\mathit{\ensuremath{\Upsilon}}(1S)\ensuremath{\rightarrow}{D}^{*\ifmmode\pm\else\textpm\fi{}}X]=(2.52\ifmmode\pm\else\textpm\fi{}0.13(\mathrm{stat})\ifmmode\pm\else\textpm\fi{}0.15(\mathrm{syst}))%$ and the ${D}^{*\ifmmode\pm\else\textpm\fi{}}$ momentum distribution in the rest frame of the $\mathit{\ensuremath{\Upsilon}}(1S)$. We find evidence for an excess of ${D}^{*\ifmmode\pm\else\textpm\fi{}}$ production over the expected rate from the virtual photon annihilation process $\mathit{\ensuremath{\Upsilon}}(1S)\ensuremath{\rightarrow}{\ensuremath{\gamma}}^{*}\ensuremath{\rightarrow}c\overline{c}\ensuremath{\rightarrow}{D}^{*\ifmmode\pm\else\textpm\fi{}}X$.
