Abstract
Les technologies de l’information et des communications représenteraient des outils prometteurs pour favoriser la cohésion sociale. Parmi ces outils, Internet acquiert aujourd’hui une place de premier ordre dans la société. Le développement de ce réseau-monde est souvent présenté comme une fin en soi. De nombreux États encouragent l’appropriation de cette technologie en justifiant leurs actions par les nombreuses potentialités associées à Internet. Dans ce contexte, les individus privés de cet outil sont exclus. Cette nouvelle forme d’exclusion vient amplifier celles que vivent déjà ces individus. Cet article s’interroge sur les liens entre Internet et le développement social, plus particulièrement sur la place occupée par les sites de développement social sur la Toile et la manière dont ces organismes s’approprient le cyberespace par une analyse de contenu des sites Web. Les résultats d’une enquête apportent quelques éléments de réponse sur les possibilités de cet outil.
