La revue a obtenu la permission de reproduire cette lettre écrite à l'occasion d'une visite du Comité d'études sur l'assistance publique, comité qui allait produire le Rapport Boucher en 1963. Cette lettre a été écrite dans le feu de l'action ; elle porte la marque des circonstances et présente les imperfections du genre. Cependant, trente ans plus tard, nous pouvons mieux apprécier les nuances de la pensée de l'auteur lorsqu'il discute de la place que devrait occuper le secteur public et le secteur privé [à but non lucratif] dans la distribution de l'aide sociale et d'autres programmes de services sociaux. L'auteur souligne avec justesse la nécessité de conserver une place aux deux secteurs en tenant compte de leurs capacités propres. À un endroit, l'auteur souligne, en faisant preuve d'un don étonnant de prescience, le danger que peuvent représenter les enquêtes pour la vie privée des citoyens obligés de recourir à l'aide sociale. Bref, plusieurs points de vue exprimés dans cette lettre conservent leur actualité et c'est la raison pour laquelle nous tenons à la rendre publique aujourd'hui.
