Abstract
Face aux dysfonctionnements du système et au manque d’efficacité apparent des régimes internationaux de protection de l’environnement, la communauté internationale s’efforce, depuis 2001, d’élaborer les contours d’une réforme qui demeure élusive. Si le processus engagé par le pnue, l’onu et les initiatives franco-allemandes ont redynamisé le débat sur la gouvernance de l’environnement, les conditions ne sont pas réunies pour la mise en place d’un modèle plus centralisé. Les impasses actuelles et les progrès limités depuis le Sommet de Johannesburg de 2002 montrent la nécessité de réfléchir à des modes de gouvernance différents de ceux qui ont servi de modèle et s’avèrent des carcans plutôt que des moyens d’avancer vers la définition collective d’un bien commun en matière d’environnement.
