Abstract
Cet article cherche à rendre compte des ambivalences de la politique allemande sur l’élargissement et de l’inflexion de la stratégie gouvernementale depuis la venue au pouvoir de la coalition spd-verts : il analyse différentes hypothèses et examine le rôle des intérêts économiques dans la formation des préférences nationales. À partir du cas de l’adhésion de la Pologne, il étudie les stratégies des différents acteurs allemands, en considérant la politique des groupes d’intérêt depuis le début des années quatre-vingt-dix et celle des acteurs publics. Il met à jour les modes d’action de ces groupes à différents niveaux, bilatéral, régional (transfrontalier), national et européen, et les canaux selon lesquels s’exerce l’influence allemande à Bruxelles. Mais l’analyse des facteurs économiques et celle des motifs géopolitiques s’avèrent insuffisantes pour rendre compte des tensions de la politique allemande, qui nous renvoient également aux représentations véhiculées par les discours de politique étrangère.
