Abstract
Les processus de marginalisation sociale et le questionnement sur diverses stratégies d’insertion sont au coeur de cet article. L’auteur s’interroge sur les diverses approches tendant à expliquer le phénomène de marginalisation et d’exclusion sociales. Après un détour historique qui nous permet de saisir l’évolution des politiques assistantielles et assurantielles, l’accent est mis sur la dynamique actuelle des processus de marginalisation qui se caractériserait par la relance de la vulnérabilité, à la conjonction de la précarisation du travail et de la fragilité des supports relationnels. Cet article permet donc de repenser la dénomination des phénomènes et des réalités sociales non plus en termes d’aboutissement mais en termes de processus. L’auteur s’interroge de plus sur certaines mesures permettant la réinsertion des populations marginalisées et discute du revenu minimum d’insertion (RMI) non pas comme solution globale mais comme une stragérie temporaire et nécessaire.
