Abstract
La théorie de la base économique représente un cadre adapté pour rendre compte des liens entretenus entre tourisme et développement territorial à condition d’intégrer dans les activités basiques celles liées à la vente locale de biens ou services à des personnes au revenu externe (touristes notamment). Une synthèse des applications au tourisme réalisées en France depuis une décennie a mis en évidence ses potentialités pour souligner les avantages comparatifs des espaces régionaux. Tandis que les effets directs du tourisme demeurent relativement limités, ses effets multiplicateurs sont plus importants que ceux des activités agricoles et industrielles. Cependant, au total, les effets directs, indirects et induits du tourisme ne sont véritablement significatifs que dans les zones les plus touristiques. Dans les régions de tourisme diffus, l’avantage comparatif local lié à la qualité de la vie et permettant d’attirer des flux de revenus touristiques semble limité, plaidant ainsi pour une différenciation accrue des politiques publiques touristiques territoriales.
