Abstract
Les fleuves Sénégal et Niger font l’objet d’une gestion concertée institutionnalisée depuis les années 1960. Si tous deux relèvent de la zone climatique soudano-sahélienne, les trajectoires politiques de leur gestion commune par les pays membres des institutions de bassin sont contrastées. Aux aménagements concertés tôt décidés sur le Sénégal succèdent un violent conflit entre le Sénégal et la Mauritanie et plus d’un froid diplomatique. Sur le Niger, la faible demande globale a permis à une gestion concertée plutôt atone de perdurer, jusqu’à ce que l’apparition relativement simultanée de nombreux projets d’aménagement nationaux ne pose crûment la question de la volonté politique de se concerter. Comment les deux institutions de l’OMVS et de l’ABN ont-elles pu prendre le virage politique nécessaire pour aborder ces conflits ?
