En France, beaucoup de zones humides ont bénéficié des politiques de boisements engagées dès le XIXe siècle. Le boisement impulsa une nouvelle dynamique de territoire et permit une valorisation de ces zones humides en capitalisant une ressource exploitée des années plus tard. Le contexte économique n'est plus le même aujourd'hui et la mission du forestier n'est plus forcément celle de produire du bois. Le cadre réglementaire (lois, circulaires, directives internationales) est en faveur d'une meilleure prise en compte de la diversité biologique dans l'aménagement et la gestion forestière. Ce nouveau contexte transcrit en droit les grandes évolutions des idées et des comportements, au terme d'une transformation importante de la culture des forestiers. Les services rendus par la forêt sont aujourd'hui reconnus. Dans beaucoup de zones humides, la forêt contribue ainsi à la fois à protéger un milieu exceptionnel (habitats) et à fournir une eau de grande qualité. Mais les services rendus ont aussi un coût nourrissant de nouveaux débats entre les acteurs de l'eau et de la forêt.
