Le rôle de l'orientation syndicale des Chambres d'agriculture dans la contractualisation des mesures agro-environnementales

Abstract
Les mesures agro-environnementales (MAE) ont pour objectif de réduire l'impact de l'agriculture sur l'environnement. La mise en œuvre décentralisée des MAE, et notamment l'implication des syndicats agricoles et des Chambres d'agriculture (CA), peut jouer un rôle crucial dans le niveau des coûts de transaction et des effets d'aubaine. Nous testons l'hypothèse que l'orientation syndicale des CA a influencé la contractualisation des MAE en France entre 2000 et 2006. Pour remédier au problème d'endogénéité, nous combinons dans notre stratégie d'identification l'utilisation de variables de contrôle et une procédure de différenciation spatiale. Les résultats présentés dans cet article suggèrent que le vote pour la Fédération nationale des syndicats d'exploitants d'agricoles (FNSEA) a eu un effet positif sur la contractualisation des MAE entre 2000 et 2006, néanmoins au profit de MAE dont le niveau d'exigence environnementale est faible.
