Depuis vingt ans au Québec, il y a une sorte de continuité dans les préoccupations gouvernementales en ce qui concerne l'organisation du système des services de santé et des services sociaux au Québec. La Commission Castonguay avait été mise en place avec le souci d'éviter que les coûts d'éventuels services publics universels et gratuits ne deviennent trop élevés. Presque vingt ans plus tard, on mettra sur pied la Commission Rochon, justement parce qu'on n'aura pas réussi entre-temps à contrôler la croissance des coûts des différentes composantes du réseau. La présente analyse propose de remonter aux sources pour comprendre les motivations des différents acteurs, notamment pour mieux cerner l'influence du gouvernement fédéral dans cette évolution. Elle met aussi au jour les différentes motivations politiques du gouvernement provincial et met en exergue les changements de cap importants qui sont survenus à la suite du rapport Lalonde en 1974. L'analyse historique nous amène enfin à la Commission Rochon. Celle-ci aura permis de mieux cerner les principes sociaux qui agitent actuellement la société québécoise et d'essayer d'en tirer les conséquences possibles pour l'évolution future du réseau des services de santé et des services sociaux au Québec, au moins pour la prochaine décennie. Il restera à voir en effet comment les objectifs de politiques et de services proposés par la commission seront retenus et véritablement mis en oeuvre.
