Abstract
En 2002, le gouvernement du Québec publiait sa première politique nationale de l’eau. Cette nouvelle approche veut rassembler tous les acteurs de l’eau autour de tables de concertation et de conciliation administrées par des organismes de bassin versant. Ainsi, chacun des organismes établit un plan directeur de l’eau pour son bassin versant et le met en oeuvre par l’entremise de contrats de bassin conclus entre les divers acteurs de l’eau. Ces contrats peuvent jouer un rôle déterminant dans la gestion moderne de l’eau, entendue comme projet de société garantissant la pérennité de cette ressource vitale. En effet, la diversité de normativités pouvant découler des contrats de bassin (morale, sociale, juridique) travaille en synergie vers l’aboutissement du projet de société. Les organismes de bassin constituent donc des forums privilégiés de gouvernance de l’eau tant à l’intérieur de l’État qu’à la périphérie de celui-ci.
