Abstract
Né du désir de concilier le développement économique du Nord québécois et la préservation de la spécificité culturelle des Inuits, le chapitre 23 de la Convention de la Baie-James et du Nord québécois a, tant bien que mal, cristallisé juridiquement une réalité environnementale et sociale fort différente de celle qui existe au sud du Québec. Pour ce faire, les parties signataires de cette entente ont instauré deux régimes d'évaluation environnementale particuliers, l'un pour les projets de compétence provinciale et l'autre pour les projets de compétence fédérale. L'étude qui suit a pour objet l'examen du premier de ces régimes. Son objectif principal est d'évaluer comment et dans quelle mesure ce régime permet un contrôle approprié du développement économique au Nunavik, et ce, en vue de protéger l'environnement et le milieu social des Inuits.
