Abstract
Les nouvelles normes de développement durable et participatif soulèvent des enjeux importants pour la théorie des régimes, dont notamment les questions du changement et de la persistance. L’hypothèse est qu’un régime repose en dernière analyse non pas sur des règles et des habitus mais bien sur la légitimité, c’est-à-dire les croyances et les valeurs des acteurs individuels, une question insuffisamment explorée en relations internationales. Une approche foucaldienne de la théorie des régimes, proche du constructivisme, peut fournir une base théoriquement riche en pistes de recherches sur ces enjeux. En guise d’illustration, les résultats de la première phase de deux recherches, une portant sur le développement durable et participatif dans le domaine des barrages et l’autre, dans celui des politiques environnementales en France depuis les années 70, sont présentés.
