Abstract
The development of the mechanism of sociopolitical regulation of disabilities cannot be separated from the process of social and political modernization of Québec society and its institutions, a process which began in the 1960s. This mechanism has developed according to three quite distinct phases and has been accompanied by the emergence of the social movement of people with disabilities. This movement marks the appearance of a new social actor who, for the first time, has access to the collective voice within the public sphere. It contributes to the birth of a collective identity (formation of Nous) among disabled persons who recognize themselves as a distinct group within Québec’s common democratic space. The author presents the broad outlines of the change in relations between disabled persons and Québec society from the socio-political and identity perspective.
