La politique étrangère européenne constitue un enjeu important notamment pour les membres de l'Union qui tentent d'en assurer le leadership en déployant des stratégies propres. La politique de coopération au développement apparaît comme un levier important de ces stratégies. Sans préjuger de l'importance des enjeux politiques, notre hypothèse est que certains membres de l'Union ont tenté, depuis le traité de Rome, d'instrumentaliser la politique d'aide européenne, notamment envers l'Afrique, pour en tirer des avantages économiques. C'est le cas de la France avec sa stratégie initiale d'européanisation des coûts, puis celle de captation maximale des avantages, principalement en termes de nouveaux marchés pour ses entreprises nationales. Pour des raisons diverses ces stratégies n'ont pas produit les résultats escomptés. Une solution pourrait résider dans la rebilatéralisation de l'aide ainsi que dans l'instrumentalisation par la France du nouveau partenariat pour le développement de l'Afrique (NEPAD).
