Un Paiement pour Services Environnementaux (PSE) est un instrument de conservation couramment invoqué par les praticiens et les chercheurs. Il est présenté comme un instrument incitatif novateur, qui repose sur le principe d’une transaction volontaire entre bénéficiaires et pourvoyeurs d’un service environnemental, lorsque des conditions préalablement fixées sont respectées. Des enquêtes sur des sites indonésiens ont permis aux auteurs de confronter la mise en œuvre à une définition canonique et théorique de l’instrument, celle qui en fait une application au domaine des services environnementaux d’une approche coasienne et liée à une théorie des droits de propriété. Cette mise en œuvre a également été confrontée à plusieurs aspects importants dans la perspective d’une application à grande échelle. Cette étude apporte les enseignements suivants : (i) la pratique des PSE est éloignée de la définition canonique et théorique pour des raisons de faisabilité ; (ii) les évaluations économiques des services environnementaux sont sous-utilisées ; (iii) les coûts de transaction représentent un obstacle majeur ; (iv) l’impact des PSE sur le rôle de l’action publique fait débat : d’un côté le principe pollueur payeur est mis à mal et l’État tend à être substitué par les acteurs privés, d’un autre côté la réplication à grande échelle rend l’intervention des autorités nécessaire et revendiquée par les contractants ; (v) les activités conditionnant les paiements sont de type productif et ne correspondent pas à un gel des activités en échange du versement d’une rente, pour des raisons pratiques principalement. Notons enfin que cet écart entre la théorie et la pratique peut s’expliquer en partie par une approche top-down appliquée à un concept élaboré par les économistes, et qui confirme des observations déjà faites sur d’autres d’instruments économiques appliqués aux questions environnementales.
