Abstract
La biosphère comme support d’une vie humaine paisible est très malade. Les politiques publiques environnementales développées pour remédier au problème prolongent l’illusion de notre maîtrise par une prétendue gestion du risque. L’omniprésence des analyses coûts/bénéfices accroît cet aveuglement jusqu’à l’hypocrisie d’une gouvernance par le risquequi n’assume aucune des externalités négatives induites. Maintes catastrophes environnementales étant en cours de réalisation, le langage du risque n’est plus pertinent. Il s’agit désormais d’affronter des menaces.Pour ce faire, il convient d’abord d’annoncer les menaces avec lucidité, c’est-à-dire en confessant notre finitude : nous ne les maîtriserons que médiocrement et aurons à trancher des dilemmes dont les solutions seront toujours violentes. Si l’idée d’un bien-vivre ensemble ou de dignité de la personne peut nous apaiser un peu, nous aurons néanmoins à choisir entre l’égalité universelle des hommes et notre mode de vie occidental non extensible à tous. Homo faber a déjà choisi… pratiquement.
