Abstract
The appeal to a ‘harm principle’ promises to supply global justice with a practical consensus. Any reflection on the harm principle’s origin and history, however, suggests that the principle may be unable to operate independently of other principles that define its scope, and a larger (and less consensual) basic theory of justice. With regard to the former, the scope of a global harm principle is problematic whether we take collectivities or individuals as the objects of harm, for the former option risks illicit person–group analogies, while the latter option has to come to terms with the fact that harm to persons is mediated through their political membership. The harm principle does find an important though limited global application, however, in prohibiting one nation from inflicting harm on another nation’s institutional capacity, since that capacity is essential to the expression of collective self‐determination. With regard to the basic justification of the harm principle, a candidate theory of a broadly contractualist type is outlined.
