Abstract
Au cours des 25 dernières années, l’ Accord général sur les tarifs douaniers et le commerce (GATT) a favorisé une libéralisation sans précédent du commerce international. Mais la transition vers un commerce de plus en plus libre a provoqué de sérieuses désorganisations des marchés dans plusieurs secteurs, notamment dans le textile, le vêtement et l'acier. Afin de prévenir ou de corriger cette situation, souvent attribuable à une surcapacité de production, les pays ont appliqué des restrictions de toute nature ou encore ont négocié des ententes de restriction volontaire à l’exportation (RVE). Dans le cas du textile et du vêtement, la nature et l'ampleur des problèmes ont même amené les pays à négocier un accord multilatéral sectoriel dans le cadre du GATT. En revanche, les pays engagés dans le commerce de l'acier n'ont pas été en mesure de conclure un tel accord, s'en tenant à la négociation d'ententes de RVE ou encore en appliquant des droits anti-dumping ou compensatoires. Le présent article tente de démontrer que les pays auraient avantage à conclure un accord multilatéral dans le secteur de l'acier afin de prévenir ou de corriger les problèmes liés à une situation de surcapacité de production.
